People and communities have been using wells to obtain water for thousands of years. Underground streams are everywhere, people would raise the water out by pump or bucket. Eventually the government convinced people to abandon wells and connect to the mains which made it easier for the government to poison the population with fluoride. Not only could they poison it, but they could also control it by taking water from your property and selling it back to you instead of you collecting it.
